Job Opportunity: Native Hawaiian Program Specialist III

Lynker is searching for a Native Hawaiian Program Management Specialist to support the National Oceanic and Atmospheric Administration (NOAA) Office of National Marine Sanctuaries (ONMS) Papahānaumokuākea Marine National Monument and National Marine Sanctuary (PMNM/PNMS).

The responsibilities of the Native Hawaiian Program Management Specialist include the following, but are not limited to:

  • Provide oversight and management of the PMNM Native Hawaiian Program;
  • Coordinate, monitor and evaluate annual Native Hawaiian Program plan goals and deliverables;
  • Coordinate and support leadership, staff, co-managing agencies, and other partner organizations on implementing the strategies and activities related to Native Hawaiian cultural access, research, education, partnerships, and overall integration of Native Hawaiian perspectives into daily management of PMNM;
  • Create and build partnerships with the Native Hawaiian community and liaise with the Office of Hawaiian Affairs;
  • Coordinate with partner agencies in the implementation of Mai Ka Pō Mai;
  • Coordinate and plan trips to the monument;
  • Complete administrative tasks required to successfully implement the Native Hawaiian Program;
  • Provide field camp and training services that integrate Western Science and traditional Native Hawaiian methodologies;
  • Manage the pre-access permit briefings to PMNM permittees and participants prior to his/her access to PMNM, with support from other Co-Managers;
  • Support Section 106 compliance for permits as needed;
  • Coordinate and lead education and outreach events, public meetings, etc.

Qualifications:

Masterʻs Degree or equivalent from an accredited four-year college or university with an emphasis in Hawaiian Studies, Hawaiian Language, Botany, Biology, Natural Resource Management, or related field.

  • Bachelor’s Degree with cultural training from a recognized practitioner who is knowledgeable in a Native Hawaiian practice, discipline, or tradition may substitute for above emphasis.
  • Eight to ten years of experience working with Native Hawaiian communities and natural resource management.
  • Experience in public speaking, oral presentations, and developing visual presentations in a cultural context.
  • Advanced knowledge in Native Hawaiian history, culture, and traditional resource management.
  • Proficient in the Hawaiian language. Excellent communication and interpersonal skills. Proficiency with common personal computer office software.
  • In addition, certification and proficiency in scuba diving, with at least three (3) years’ experience as a diver.
